Abstract

Applicable legislation and judicial enforcement practice are analyzed. The author comes to the conclusion that the court recognized invalid or inoperative municipal regulatory legal acts is one of the most effective ways of official enforcement. The action of such acts should be suspended during the appeals court decisions, which will guarantee protection of the rights and legal interests of the subjects of municipal regulations.
