graduated from the Ural State Academy of Law in
1995. In 1998 he defended a Candidate’s thesis; in
2005 he defended a doctorate thesis “Systems of
public institutions of municipal law”. Now he is a
Chairman of the department of Constitutional,
administrative and municipal law of the Faculty of
Economics, Management and Law of South Ural State
University. Research interests: municipal law, legal
aspects of improving the system of municipal
