was born on March 1, 1967 in Irkutsk. He graduated from Irkutsk State University named after A.A. Zhdanov in 1988. In 2002 he defended a doctorate thesis “Legal values and mastering them by personality”. Now he is a professor of department of Theory and History of State and Law of South Ural State University.
