Abstract

The institution of guarantees of exercising of the rights and freedoms of man and citizen is one of the most important in provision of real performance of legal instructions. At development of regulatory legal acts special attention is paid to accuracy of statements and the content of legal notions. It is of a special importance at definition of forms and methods for state participation in the provision of exercising of the rights and freedoms constitutionally confirmed and the right to housing in particular. Other approach actually makes the state free from execution of functions and makes it unnecessary.
