Kamalova Galina Timofeevna

was born on September 30, 1942. In 1964 she graduated from Kurgan State Pedagogical Institute. In 2009 she defended a doctorate thesis in Ural law-enforcement authorities in the years of New Economic Policy. At present she is a professor of Theory and History of State and Law Department of South Ural State University. She is the author of 105 publications. E-mail: kamalova_galina@mail.ru.

 

Zorina Raisa Fedorovna

was born on January 16, 1946. In 1971 she graduated from the Ural State University. In 1986 she defended a candidate’s thesis in Problems of evacuation to Ural during the Grate Patriotic War. She is the author of 50 publications. E-mail: kavsgd@mail.ru.

Abstract

One of the basic courses in the work of militia during New Economic Policy which is crime prevention is analyzed in the article. The authors consider dynamics of crime elements due to the changes in economic and political situation in the country.
