							Crime grouplevel in Russia is analyzed. Official 
							data of Ministry of Internal Affairs of the Russian 
							Federation are given. The author of the article 
							gives strong arguments for official statistic data 
							falsity. The author’s perspective for the 
							liquidation of a negative effect of decentralized 
							counteractions to organized and group crimes in
