Iogolevich Natalia Ivanovna

 was born on May 10, 1963 in Chelyabinsk. In 1985 she graduated from Chelyabinsk Polytechnic Institute. In 2007 she defended a doctorate thesis «Psychology of integrated personality of managers of different management levels: polysystemic approach». Now she is a professor of Constitutional and Administrative Law Department of South Ural State University. Research interests: psychology of personality, psychology of professionalism, personal and professional development, legal consciousness. She is the author of 80 publications.

 

Sagandykov Mikhail Sergeevich

was born on August 28, 1979 in Chelyabinsk. In 2001 he graduated from South Ural State University. In 2004 he defended a Candidate's thesis «Constitutional principles of legal regulation of labor and other related relations in the Russian Federation».Now he is an Associate Professor of Labored Social Law Department of South Ural State University. Research interests: is suesofinternationaland legal labor regulation. He is the author of 40 publications.

Abstract

Questions connected with the reforming of the system of State civil service management are analyzed. The increase of efficiency of attracting and use of the civil service personnel is the most important course of reorganization. It is necessary to change personnel policy, including the system of competitive selection and certification, as well as to limit financial dependence of civil officers on business-structures.
