was born on October 6,1974in Smolensk. In 1996 he finished Orel Higher Militia School. In 2001 he defended a Candidate's thesis«Substantiated risk as one of the facts, which excludes criminality and penalty of actions». Now he is a doctoral candidate of the Academy of Management of the Interior Ministry of Russia. He is the author of 37 publications. Abstract

The procedural order of initiation of criminal cases, dealt with by the courts with the participation of the juries, is revealed. Mistakes made by the investigation officer at the reception, registration and verification of information about any committed or imminent crimes, are analyzed. Proposals for improving the work of investigation officer at the stage of criminal case initiation are formulated.
