was born on May 25, 1958. In 1994 he graduated from Chelyabinsk State University. In 2010 he defended a doctorate thesis «Operational investigation in Russia: structure, methods, legal regulation (historical and legal study)».Now he is an Associate Professor of State Legal Subjects of South Ural State University.
