							Abstract   | 
							
							 
							The article deals with the 
							analysis of modifications in legislation of 
							purchasing for the state and public requirements. 
							Basic actions of the state power authorities and 
							local government are worked out to implement the 
							transition to the contract system and building of 
							contractual relations in respect to some entities. 
							The author comes to the conclusion that contract 
							system development is to follow the principle of 
							centralization which is connected with the formation 
							of a competent authority and empowering it with the 
							functions in the sphere of purchasing.  |
