was born on November 26, 1966. In 1998 she graduated from South Ural State University. In 2004 she defended a candidate’s thesis in State and legal mechanism of ensuring the right to security of a person in the Russian Federation (theoretical administrative and legal research). Now she is an associate professor of Constitutional and Administrative Law Department of South Ural State University. She is the author of 25 publications. Abstract

The article states that in modern conditions the risk of natural and man-made emergency situations is increased. The author comes to the conclusion that the elements of the content of administrative violation are considerably connected with conditions of natural and man-made emergency situations, this fact should be taken into consideration by law enforcement official at proceeding in cases of administrative violation including proof of subjective and objective parts of the content of offense, imposition of punishment.
