In 2007 she defended a candidate’s thesis in Administrative responsibility for improper use of budget resources. Now she is an associate professor of the Department of Constitutional and Administrative Law of South Ural State University. She is the author of 25 publications. Vasily Valerievich Zamyatin

was born on April 9, 1987. In 2009 he graduated from South Ural State University. Now he is a post graduate student of Constitutional and Administrative Law Department of South Ural State University. Abstract

The article deals with the problem when the President of the Russian Federation is considered to be the subject of preliminary financial and budgetary control on a federal level which requires additional proof. Analyzing this aspect the authors try not only to define the role of the subject mentioned in the implementation of preliminary financial and budgetary control without limiting him by the participation in a budgetary process but also to reveal all the fields of concern of the President of the Russian Federation in the studied controlled activity.
